I do agree with Loic that in France, projects that pursue the french certification HQE would perform a site analysis to assess the needs, opportunities and issues that need the most attention. I have observed nevertheless that some topics do get more attention that others depending on the program and budget of the developer. I also face the same difficulty as Mara Baum of not being able to know which documents to submit as there are plenty of different documents that have been used to make a decision.
One of the other difficulties that I faced was documenting a site analysis that was conducted during very early stages of the project in 2007.
It would be good to include a topic on renewable energy in the worksheet.
