Does LEED-2009 EBOM eliminate any requirements for shielding exterior lighting fixtures at the property line?

I am looking for some clarification with this credit. I have a copy of LEED Canada for Existing Buildings: Operations and Maintenance 2009, Rating System.

Using Option (3) it states under the LEED - EBOM V3 2009 a minimum of 8 measurements at 100 feet spacing between mesuements must be peformed. Question?

ASHRAE/IESNA Standard 90.1-2007 does not specify on LPD Table for Building Exteriors the Flag Pole application.
