Innovation Credit for Materials manufactured only within 500 mil

I was wondering if anyone has ever tried to get an innovation credit for having certain percentage of materials being manufactured within 500 miles.

Currently we are exploring ID credits for our two projects under NC. To date the Education credit complies with our project and NC.

If a manufacturing plant decides to do a comprehensive waste stream audit for its entire manufacturing process and implement a waste reduction plan will it be considered as an innovation credit? T
