Multi Layered App-Shop Primer-Primer-Topcoat VOC Numbers

We have multi-layered, anti-corrosive coating application for the steel structural elements in the interior. Layering is like this: Shop Primer, Primer and Top Coat.

Does high VOC primer have any adverse effect on air quality?

Ideally you would want everyone to use low VOC whether the product is applied on site or off site.

We have a waterborne acrylic enamel that is used in two applications in our project. When applied to steel joists, conduit, etc.

If a lacquer or varnish meets the low VOC criteria required by IEQc4.2 but does not state that it qualifies to meet LEED requirments.
