Charles, only coatings that are applied within the weather barrier have to comply with VOC limits. Is the parking lot an outdoor parking lot? If so, I'd suggest finding a low-VOC product for the coating, but it is not included in the IEQc4.2 credit as it's applied outside your project's weather barrier.
