elastomeric coating

We are using an elastomeric coating that funtions as an adhesive for a plastic cover of a tube as well as an anti-humidity barrier. To which category would such an elastomeric coating belong?

I will ask my question with a couple of examples: adhesives and stains applied offsite to wood doors and wood windows have to comply with the credit? or only if they are applied onsite?
