Does elevator machine room or electrical room need to comply with ASHRAE 62 for Ventilation?

We are working on a project which was registered under V3 on 2015 and still running. My doubt is the the online form is updated from version to version.

According to ASHRAE 62.1 the ventilation rate for the parking area needs to meet 0.75 CFM/sqft. My question is if the inside parking streets are included in the square footage for the calculation

I am having troubles understanding what is a single zone system and a multiple-zone system and how to fill out the forms.

Our project has to achieve CA Title 24 which is more stringent than Ashrae 62.1.

As per ASHRAE 62.1 parking areas are subject to requirements for exhaust air and not ventilation rates. Accordingly, parking areas are not included in IEQp1, are they? Thanks in advance!
