Can Division 2 materials (hardscape, storm/sanitary utilities, landscaping) be excluded from the overall material cost when calculating for this credit?

In the wake of recent storms, a municipality has collected and stored logs from falled trees that have been cleared.

We receive letters from suppliers and manufacturers documenting the recycled content of the materials, but not declaring the cost per item.

I have documentation from the project's concrete supplier that includes integral color together with cementitious materials.

Are these materials-basecourse,bedding sand and subbase materials have recycled content? Can they also be qualified for Regional materials?

For recycled content of concrete, I followed the "Sample Supplementary Cementitious Materials Calculation" in the LEED reference guide to find the recycled content value.

Should I include loads of soil, stone, pipe bedding materials, underground pipe, catch basins or other site work materials to the total cost of materials?

We completed the design of our project in 2013 and start construction in 2014.
