Can Division 2 materials (hardscape, storm/sanitary utilities, landscaping) be excluded from the overall material cost when calculating for this credit?

Yes and no:
. . 1. You must exclude “Existing Conditions” activities specified in CSI MasterFormat-2004 Division 02.
. . 2. You must INCLUDE all hardscape and landscaping materials specified in MasterFormat-2004 Sections 321000 through 321999 and 329000 through 329999.
. . 3. You must exclude storm/sanitary materials because they fall into Division 33 of MasterFormat-2004.
You appear to have based your question on an older version of MasterFormat. Prior to 2004, CSI classified building products in 16 Divisions using 5-digit Section numbers. Division 2 was “Sitework,” which included foundations, paving, improvements, planting, and utilities. LEEDv2 cited these older CSI systems and required Division 2 to be included in calculations for Materials and Resources Credits MRc3 through MRc7.
However, LEED-2009 cites MasterFormat-2004, which classifies into 50 Divisions using 6-digit designations. Division 02 is now called “Existing Conditions,” and covers activities such as demolition and site clearing, “Special Foundations and Load-Bearing Elements” have moved to Division 31, paving, site improvements, and planting to Division 32, and utilities to Division 33.
In LEED-2009, Materials and Resources Credits MRc3 through MRc7 calculate the costs and contributions of materials normally specified in MasterFormat-2004 Divisions 03-10, Foundations Sections 316000-316999, Paving Sections 321000-321999, Site Improvement Sections 323000-323999, and Planting Sections 329000-329999.
