Hotel Baseline

We recently started a Hotel project for certification. Since guests should be considered residents (according to the last post), should we use residential baselines for Room Fixtures?

What do you do if you are constructing a horizontal expansion but you have no plumbing fixtures in the expansion?

My project is a commercial building. All the fittings except Kitchen sink have been finalized.
