Hello - I have a project considering pursuing Path 2 Access to Project-sponsored Transit Service. Can someone help me understand this sentence from the v4.1 guide?

Can we pursue both Path 1 and Path 2

Am I correct in my interpretation that we cannot include campus shuttles as well as public transit? Does it have to be either one or both can be counted?
