Satisfaction of the authority

Dear all, can anyone explain "satisfaction of the authority"? Under German law the property owner is obligated to remediate all contaminations.

How can structure and shell only be allowed to contribute towards 30% of the compliant building material cost, when 25% is enough to fullfil this credit?

We have a project that is not required to do site contamination testing, and does not believe there is any reason for the site to have contamination (they have always owned the site), so they did n
