Using Concrete as a material for reducing Heat Island

Can Concrete be used as a material on site for reducing the heat island.  The albedo or SR index seems to be quite high, so it stands to reason it would be accepted but I haven't found a defin

Why in the checklist, it is said that Heat Island reduction for LEED for Homes is applicable for exemplary performance. Why here in the Guide it says it is not applicable?
