Does anyone know if the total floor plate area for the Non-Inpatient Floors views calculations include the inpatient unit area?

IEQ 8.2 calls for "A minimum of 90% of the inpatient units" to be within 20' of a perimeter that provides an unobstructed 11 degree (or more) view of exterior glazing.

I am confused by this credit. Can non-inpatient areas that fall outside the 15' perimeter be excluded?
