Exterior Lighting - Cutsheets to Lumens above Nadir

I don't see how one goes from the candela - degrees diagram and translate that into how many lumens are above nadir...what's the limit on % anyway?

Our school is pursuing this credit under a final review. All interior lighting is off between the hours of 11pm and 6am. Therefore: Shall we indicate this as an Alternative Compliance Path.
