I am working on a CS existing building renovation project. There are existing toilet rooms on the floors that are "tenant controlled".

Our project is a small pavilion in a park, with tenant space for a food outlet, and (separate) restroom facilities to serve park users.

We completed the Design Submittal when there was no tenants = no information on their fit-out space. Right now, one of our clients want to include additional tea room with kitchen sink.

According to the Water Use Reduction Additional Guidance (April 2013), when selecting the "Blow-out fixture" option, the 3.5 gpf baselne should also be used for the installed case.
