Square footage calculation

We have 4'' wide wall partitions between spaces. Should we include the floor surface occupied by the wall in the square footage calculation of a space?

In what kind of space would you use a prescriptive method for calculating daylight. it seems as it only applies to open office spaces in a small floor plate.
