Default Space Susage Types - are there definitions?

I have a building which is permitted as B occupancy (office), which provides services to outpatients, but does not diagnose or exam. Is there a definition of "Medical Use" I can refer to?

The form requires you upload Plf3-1 but i don't know where to get that table
