Measuring through connection interval distance

Where the project boundary is located on the project side of adjacent ROW is through connection distance measured between ROW centrelines at the project boundary or at the adjacent ROW centreline.

Street versus Alley

Please could you clarify the definition of an alley. For the purpose of connectivity are alleys and streets treated the same way.
