Where the project boundary is located on the project side of adjacent ROW is through connection distance measured between ROW centrelines at the project boundary or at the adjacent ROW centreline. Where the adjacent ROW is straight this does not matter, but where the through connections are on either side of corner it does and would be influenced by the width of the right-of-way. Figures 14 and 15 in Getting Started seem to imply the intersect interval distance is measured on the centreline of the adjacent ROW. But the text indicates the "the points where the centerlines of rights-of-way intersect the project boundary are the points used to measure interval distances between those points along the boundary" Given the "along the boundary" I think perhaps the graphics influenced my understanding too strongly and the through-connections are measured along the project boundary/property line. Is this your understanding?
