threefold question: 1. Does this include heaters/boilers for domestic hot water system that exceeds the specified capacity y water consumption.

Meter Capabilities?

The credit submittals require "product data indicating meter has capabilities of meeting prerequisite requirements", but the credit language does not specify requirements for the meters themselves
