Generally zero lot line projects are built up to the public right-of-way, which generally includes a sidewalk and then the motorized portion of the right of way (street). In these cases, the project could still comply with the requirements for the pedestrian areas. If the project boundary precludes what would be considered the sidewalk, then the project probably could not meet enough of the credit requirements and also wouldn't align with the credit intent.
