Our project is located in a winter ski resort village with heavy snowfall. The likelihood of someone biking here in the winter is slim. The original thought was to swap out the bike racks for ski racks depending on the season, storing the bike racks for the winter, then bringing them back out for the summer, when biking is the primary activity. Please let me know if this is acceptable or if the bike rack has to be a permanently placed (fixed) site furnishing.

John,
sounds like you might need to approach GBCI directly for a LEED Interpretation of the credit. You will probably need to show ski trails and how they connect to the community.

John, I think Deborah has a good reply. It sounds like a reasonable accommodation, but LEED has a reputation for being a stickler about bike racks.I'm also guessing that the ski racks are not serving as a transport measure, but only for recreational purposes? So they are not equivalent to bike racks per the credit intent? Just reading between the lines.My guess is that you should find a way for the bike racks to be permanent to earn the LEED credit. Could they be designed to double as ski racks in the winter so that you don't lose space?

We are going to permanently affix them on the site and they will be snowcovered for a few months, but there and available as needed.
