Whole Life Carbon - Basic Scope of Service

As you all probably saw, Boston is discussing using both CEI (carbon emission intensity) and EUI as basic scope of work.  Maybe the more surprising thing is China announced a new building code next year to include carbon emission analysis as a basic scope of work for all buildings.   New buildings in 2022, among other things, require 40% CARBON reduction compares to baseline 2016.  See further below.

If that is the basic scope of service, should we move beyond energy models to both energy and carbon, maybe whole life carbon modeling as basic scope of service?

"According to article 2.0.5, building energy modeling, renewable energy use and building carbon emission analysis report shall be provided for project feasibility report, SD,DD documents in New built, extension, renovation buildings. building energy saving measures and technical requirements for the management of the renewable energy use system shall be clarified in the CD document. "

Baseline for new buildings is 2016, 30% reduction for residential 20% for public buildings (office, school, etc.)

Carbon emission is 40% reduction or more than 2016 baseline which is 7 kgCo2/M2 area
