To make sure I understand your question, are you using the LEED-NC system?
In that case, getting actual utility bills doesn't have anything to do with EAp2, which is probably what you're asking about. You're fine in terms of that. What you may need to pay attention to is Minimum Program Requirement #6.

Oh sure, I am working on EB-OM EAp2.
In the reference guide it says that we need the utility bills to verify our data. For the general spaces we can provide those, but the tenants have their own energy prividers and are not happy providing us with the detailed bills.

Sorry to catch an old topic here, but as long as you can demonstrate where the usage data came from, that you think it is accurate, and ability to continue providing it in the future if needed, the summary data for the tenants should be sufficient.
Yout won't necessarily need the tenant account parameters and detailed cost information.
