We are thinking of using a manufaturer of storefront whose factory falls outside the 500 mile radius of our project, but the fabrication shop that will cut, fit, and preassemble sections is only a few miles away. Can I count the Fabricator as a manufacturing site? Any thoughts would be appreciated.

Yes, the actual manufacturing location is the relevant location for MRc5. Where the product is sold could be anywhere in the world.In this case where the fabrication shop is taking in pre-manufactured components, you'll also need to find where those are extracted and manufactured.
