I'm looking for the form required to comply with "Complex Occupancy" under form PLF3. I have a Rec Center with low full staff occupancy (5) but VERY HIGHT Peak transient occupants (642).
I am posting this text (see below) but would like to illustrate with the Plf3-1 form. Can you supply? Thanks

"The Rec Center will be staffed by DC's Department of Recreation. Five full time staffers will occupy the different office and support spaces. All other full time occupied space will be used by community members per a seasonable variable schedule. From lounging spaces to gym usage, it is assumed that each end-user will remain in the building for a maximum of 2 hours"

Consider generating your own spreadsheet that shows FTE and Visitors. Your visitor calculation should show peak demand but may also provide an "annualized average daily use" which considers seasonal variations and the number of hours each visitor is expected to be on site.

I had the same issues as you for the conference center I’m working on. See the comments from Sept 23, 2016 below. Summer is absolutely right but it’s challenging to do given the many variables.
I created an Excel chart of the FTEs showing how they cover the week without overtime. I wrote a narrative as clearly as I could make it to explain what might happen in a week.
I had historical information on events over 2 years that I had to distill down to percentages of peak occupancy per day. I did that in an Excel list for each year and generated graphs for each to show patterns. I looked at the water usage credit and the energy modeling to double check all my numbers.
I wrote a narrative describing the number of event days, the major events that tend to be annual, etc. and embedded the graphs in the document.
It was accepted in the design review. I can send you the document if you like.

Ileana,
I would be interested in how you treat the shower usage. We had a similar recreation center type project, where the reviewer insisted that we only count staff as users of the showers. (We decided to not press the issue after reading of similar experiences by other LEEDuser folks.)
As for the complex occupancy, agree with Jeannie - provide as complete and clear a narrative as you can, backed with historical usage/attendance data.
