We have been working on our first LEED project in Thailand. We have been involved in the project since the beginning. It will take roughly 2.5 years for building design and construction (1.5 year as of today). Therefore, with the time left, we decided to do split review for timeline and reviews.
My question is that when is the most appropriate period to submit for design review phase.
LOv.3 says we can submit for design review phase once we complete all PI forms and have at least one design prerequisite completed. We can do it now if we stick with LOv.3 minimum requirements for design review submittal. However, in the timeline diagram, it suggests submitting design review during occupancy permit period.
How important is it to wait until that period? From your experience, are there any credit that we should complete before submitting for design review?

If you are submitting for a split review you should try and complete all of the design credits at once. Though it is not a requirment to submit them all at this time, it is reccomended. The design review, ideally, should be submitted before construction begins, or shortly thereafter. This allows you to make design adjustments reccomended by the LEED Design Review comments before things are already built.I imagine the "occupancy permit period" is different outside of the US. I am not sure how you should proceed with that suggestion. I would reccomend reading through the LEEDuser page on Alternative Compliance Paths (ACPs) here. In Thailand, occupancy permit period is sometime near the end of construction or when all MEP and safty systems are done; ready to be tested.
Now I believe that we have to complete at least a minimum credit target (for our project 60 credits for gold) before we submit for construction phase. From your experience, which credit could take longest to prepare and how it's related to the site construction?
I just would like to see, for project that aims for LEED certificate since the beginning, at which earliest point related to construction program we can submit for LEED construction phase.

You will need to have your commissioning completed or at least mostly completed. This the one prerequisite, which you need no matter what. Typically that is about 2-3 weeks after completion. By then you have all materials and waste documents completed, if you are going for these credits.
