At what point during the project phase can a building be registered?

Hi guys,

hope you have a nice Monday.

Currently I am working on a project in Europe. The developer intended to achieve a BD+C certification but unfortunately the project construction is advancing on faster pace than anticipated and so we will shift the focus on a O+M certification.

My questions know:

When can you register a project for a O+M certification? (Since the building is still in construction at the moment)

Is it possible to do a precertification before the required on year span of building usage is fullfilled?
