What Low-Emitting Material category is Tammscrete?

Euclid Tammscrete is a "single-component, polymer-modified, cement based material used for achieving a smooth finish on precast, cast-in-place, tilt-up or other unfinished concrete surfaces with imperfections." It starts as powder with added water, and trowel applied to concrete columns, ceiling beams, and patio floor. Manufacturer confirms no CDPH nor inherently non-emitting sources. 

A similar product is concrete leveling underlayment (powder + water), which I typically put under LEM Flooring category. But if Tammscrete is anything similar, does it go under Flooring, Walls AND Ceiling? Or is this a Paints & Coatings (it's coatied on) or Adhesives & Sealants (as sealant finish)?
