What is the base building service water?

In the LEED CI V4 standard. Base building service water heating does not need to be metered.So someone can tell me what kind of use belongs to base building service water, thanks advance.

If I use barrels of gas for bathing, whether the need to install the meter? thanks .

Jason, I think water for bathing would count as domestic hot water—not service water.
