A weighted sound level

The ANSI norm S12.60-2002 refers to IEC 61672-1 in order to define the A-weighted sound level. Is it allowed to use values from local code based on an acustic map of the city?

That should be fine to use to determine outdoor noise levels on the school site. For indoor noise levels from HVAC, you will need to calculate those based on equipment selections and duct layouts.
