We are in the process of certifying a Core and Shell building which does not have a previous LEED certification. There is an inquiry regarding tenant engagement and responsibilities, in order to comply with several requirements of the EBOM certification.
Should we take in account tenant spaces (this includes office, retail and restaurant spaces) for the development of the policy as well as the calculation of indoor water use; or should we focus only on building-level performance?

EBOM is a whole-building certification, so you do need to cover the tenant spaces. If they are not cooperative you can get away with excluding them to some extent, but it will cost you on your ability to achieve a high level of certification.
