Reference Guide indicates WaterSense label requirements are mandatory in U.S.

It appears that currently no commercial toilets & flush valves have WaterSense. Does anyone know how this is handle on LEED4?

I see! I think in this case you're exempt, because the credit language states that you must use WaterSense fixtures IF that fixture type is eligible for labeling. Since commercial toilets with flush valves are not currently eligible and there are no labeled models on the market, you don't have to worry about this requirement (for now).
