We are working on a project where the building meter is owned by the utility authority. in the second week of performance period, the meter stopped functioning and the client contacted the utility company to fix it or change it but it took around 4 weeks to get it fixed.
Would it be acceptable to submit with this gap in weekly readings? would it be considered as special circumstance?

As long as you read the meter (unchanged) weekly and explain the situation it should be ok. If possible, you may want to provide water use data for a longer period of time.
Discovering that the water meter stopped functioning within a week rather than within a month is one of the primary goals - it does not seem right to punish the project for a gap in metering which is beyond your control.
