If they are included within the project boundary they need to be included in the models. The pump energy would be considered process and therefore identical in both models.
What is a dry water feature? Just curious.

Dry water fixture has water in storage and runs only upon demand.
Ours is a sloped basin with "water tricks." Water does not pool; immediately runs back to storage for recycling.
