Walk off mats for skyway entrance

Would a skyway, those elevated walkways between buildings popular in Minneapolis, be considered a "regularly used exterior entrance", thus require a walk off mat?

I think the skyways would not be required to have a walkoff mat. Based on the definition of regularly used exterior entrance, the skyways are similar to connections between concourses and interior spaces and are not included.
