Hi Saxon, interestingly there's no LEED definition for this term, but if you check page 158 you can find some clues. That page references "hospitals, rehabilitation facilities, child care centers, schools, and senior centers" in relation to vulnerable populations, so I think we can infer that the young, the elderly, and the sick are considered potentially vulnerable for this credit. Given that it should fairly easy to identify these types of facilities and assess your proximity.
