the designer suggests to use VOC sensors instead of CO2 sensors in a number of lunch rooms and the smoking room. The VOC sensors do not directly measure CO2 but calculate a CO2 equivalent by an "internal algorithm".
This is clearly not directly compliant and I cannot find any interpretations about that. I would say that this would be compliant nonetheless. The VOC measurement / CO2 equiv. calculated will always be same or higher than the actual CO2 levels.
Any views / comments on that?

If your VOC sensors are certified to provide CO2 measurements at an accuracy that is acceptable to LEED, then use them. If not, I cannot see USGBC accepting your solution.

Hm, I think I will submit a CIR to make sure. Btw, I can't find required accuracies for the CO2 sensors, only for air flow measurement.
