NC-v4 EQc2: Low emitting materials
Hello Everyone,
If a product VOC test certificate confirms the VOC content as '0' g/l, then is it still required to submit TVOC Emissions Certificate for complying with the IEQ Low Emitting Materials credit?.

Yes it does. Small traces of VOCs in the product can cause significant emissions into the surrounding air, even though these do not require VOC content (in the product) declaration.

Yes, first, VOC content and VOC emissions are two different types of measurement. VOC content is measured as g/l and is the content in the can. This is done by evaluating the ingredients. VOC emissions are the emissions you breathe in and are measure in mg/m3.
Secondly, for the LEED v4.1 credit, Low Emitting Materials, you must test the volume of the air according to the following for each category to obtain the points.

Option 1. Product has been tested according to California Department of Public Health (CDPH) Standard Method v1.2–2017 and complies with the VOC limits in Table 4-1 of the method. Additionally, the range of total VOCs after 14 days (336 hours) was measured as specified in the CDPH Standard Method v1.2 and is reported (TVOC ranges: 0.5 mg/m3 or less, between 0.5 and 5 mg/m3, or 5 mg/m3 or more).
Laboratories that conduct the tests must be accredited under ISO/IEC 17025 for the test methods they use. Products used in school classrooms must be evaluated using the classroom scenario, products used in other spaces must be evaluated using the default private office scenario.
The statement of product compliance must include the exposure scenario(s) used, the amount of wet-applied product applied in mass per surface area (if applicable), the range of total VOCs, and follow guidelines in CDPH Standard Method v1.2-2017, Section 8. Organizations that certify manufacturers’ claims must be accredited under ISO Guide 17065.

Dear Srinivasan,
In addition to Denice’s comment above, based on LEED guide page 658, the interior paints and coatings & interior adhesives and sealants are materials that requires both TVOC emission and VOC content information. Flooring and ceilings,walls,thermal & acoustic insulation only require TVOC emission.
Therefore, by right for interior paints & coatings - interior adhesives & sealants - flooring - ceilings, walls, thermal & acoustic insulation, you will need to provide the TVOC emission data.
