VOC content requirement for adhesives and sealants

What are acceptable forms of documentation that satisfy the VOC content evaluation requirement for adhesives and sealants? lots of these prodcuts Technical or safety data sheets state something like the VOC limit is below x and is compliant with SCAQMD limits; however, many of them do not have test certificates that show the actual VOC content. Would the manufacturer's data sheet be sufficient to demosntrate compliance?

We have always submitted manufacturers' data sheets and have had them accepted in the reviews.
