We are working on a LEED project outside the U.S. The datasheets received for the paints and coatings state the VOC content in g/L excluding water as per ISO 11890-2:2006.
Can this be used to check compliance with IEQc4.2 materials VOC limits?

Yes, I believe so, as per LEED V4 page 671:
"If a product cannot reasonably be tested as specified above, testing of VOC content must comply with ASTM D2369-10; ISO 11890, part 1; ASTM D6886-03; or ISO 11890-2."
