VOC content evaluation - replacement in EU

Hello.

Our project is in the European Union- I would like to know if there is any replacement in the certificate for VOC content evaluation for

  1. paints and coatings
  2. Adhesives

Both categories require SCAQMD, an agency for the US- what can we use instead of SCAQMD in Europe? Is the manufacturer statement sufficient for VOC content evaluation or can we use a certificate like AgBB, Blue Angel, etc.?
