Views exculsion for High Bay Window areas

We are in the early stages of design for a Career Compact Center, this has 3 workshop areas with high bay windows for natural lighting. Can these spaces be excluded from the views calculations like gyms & auditoria?

The regularly occupied space matrix dated April 2015 indicates that workshops are considered regularly occupied and must be included in the calculations. You can make an argument for the reasons for these spaces to be excluded and it will be up to the reviewer to determine whether they accept your reason or not. The space matrix also notes that spaces within an industrial facility such as component manufacturing, assembly, and material handling must also be included. So your reason for their exclusion would need to be pretty good.
