Hi Magda,
This sounds like a really innovative idea! I have not seen this before, but my best guess would be that it follows the same rules as a vegetated roof surface. Does your project have a FAR of 1.5? Can you still meet the criteria for restored soil?
If you are doing a preliminary design review, and they don't approve this as the credit, you will still have time to make up the points with another credit. However, if you're worried, you could consider submitting a CIR.
