Version of GS-11

As you say, there is a clear discrepancy between the requirement listed on page 481 (GS-11 1st Edition) and the URL included under Summary of Referenced Standards on page 482 (GS-11 2nd Edition). There is not currently an errata that addresses this topic for either the Reference Guide or Rating System documents.

My best guess is that the USGBC got the link wrong, or that Green Seal changed the link, so the 1st Edition as listed in the Requirements is right. It would be a big, noticeable error to accidentally include the wrong edition in both the Rating System and Reference Guide documents, whereas the URL (http://www.greenseal.org/certification/standards/paints_and_coatings.pdf) doesn't include an edition number so an error could have been more overlooked.

However, for your situation, it looks like both the 1st and 2nd Editions have flat paint VOCs limits as 50 g/L.

Note that there is an errata does delete the last few words in that paragraph, "Tables 1 and 2 summarize Green Seal Standard GS-11”.

As per SCAQMD rule 1113, the limit for primers is 100 g/L. But in this forum the value is given as 50g/L for flat primer & 150 g/L fro non-flat primer. So please clarify the value to be followed.

Great question. It's confusing because there are two standards that regulate VOC emissions for paints, each with different values. LEED uses Green Seal GS-11, which is 50 and 150 for flats and non-flats. SCAQMD is referenced for other coatings.
