I have doubts relative to the correct intepretation of ASHRAE 62.1 for unheated and uncooled spaces.

The text of ASHRAE is:

6.4 Natural Ventilation Procedure.

Natural ventilation systems shall be designed in accordance with this section and shall include mechanical ventilation systems designed in accordance with Section 6.2 and or Section 6.3.

Excpetion: 

b. The mechanical vemilation systems are not required when:

(...) 2. The zone is not served by heating or cooling equipment.

The considered building is generally mechanically ventilated, but some spaces are unheated and uncooled.

Does that mean that the unheated and uncooled spaces can be ventilated naturally, without a mechanical ventilation system?

If that's correct, shall they respect the geometric conditions specified by 6.4.1, 6.4.2, and 6.4.3, without any other condition?

Shall the openings be open permenently (I think they shalln't since that is another exception, i.e. "Natural ventilation openings that comply with
the requirements of Secrion 6.4 are permently open or have controls that prevent the openings from being closed during periods of expected
occupancy"?
