NC-v4 EQp1:Minimum indoor air quality performance

Ventilation capacity for Warehouses

Hi,

We have a  shipping/receiving design  (nothing hazardous) around 1000m² with 15 people. The ventilation requirement according to ASHRAE 62.1 2010. Is (0.6 * 1000) + (5 * 5) = 625 l/s . This is relatively huge as the local bylaw takes account of only occupancy 6.5 l/s per person = (15*6.5)=  97.5l/s. This is a huge difference in terms of ventilation system design. 

Can we design according to our local bylaw as the ventilation requirement by ASHRAE is too energy intensive or is there a workaround ?
