I am working on a project located on a college campus where various university bus lines provide 350 rides per day while school is in session. However, this number drops as low as 15 rides per day while school is not in session (i.e. weekends and holidays). Can exemplary performance still be achieved if the 200 rides per day threshold is not met every day of the year? The frequency of transit generally mirrors the schedule that the building is expected to operate.
