I had a clarifying question as we near our final construction submittal for LEED. Our building consists of occupied space for City Hall with 5 retail spaces on the ground floor. We were instructed earlier on to hold on the construction credits until the retail spaces were fully leased; however, we have prolonged our submission as long as possible and are now facing pressure from the client to wrap up the project despite two retail spaces still vacant and the remaining in the middle of permitting. Are we able to submit the remaining credits (namely the ones in the Materials and Resources Category) without the retail spaces for the main building or should we include the (1) confirmed retail space? To be consistent with how the water and energy credits were calculated, we could include a construction allowance for the retail spaces to incorporate in the materials BPDO calculator in order to get accurate numbers. If this is suitable, are there guidelines on what allowance to include?
